You either switch weapons against them, or carry something that isn't buckshot. The damage reduction rules on shotgun pellets (full DR applied to every pellet) make shotguns very difficult to use against anyone with serious armor - lighting up a Legion Assassin or BoS Paladin with pellets does virtually nothing.
